laws and administrative regulations, financial accounting systems and regulations shall not be included in the cost of production and operation expenses;

production and business spending in accordance with relevant regulations should be put free of charge by the Government and government subsidies, other government incentives to compensation, contributions to the community free of charge with the cost of write-downs;
no laws and regulations turned over to the industry department in charge of the cost of subsidies paid to the subsidiary unit expenditures;
all kinds of donations, sponsorship, fines, liquidated damages and other expenses.
